1. First you may buy a donation packaging of 1s4c from Miyani on the side of Lion's Arch melting pot. It's the first one as you see in the following picture.

2. Then, put one packaging and three stuffs with the same color level in the melting pot. Here you will get captain's council commendations which can be use to exchange items.

3. The place you can exchange what you want is Npc-Lionguard Lyas which is located on the north of Lion’s Arch.
